Bring a large pot of salted water to a boil over high heat. Add the pasta and continue to boil until tender (7-10 minutes). Drain pasta and set aside.
Heat oil and butter in a large sauté pan over medium heat. Add onions and garlic to pan and sauté until the onions are soft and translucent (3-5 minutes).
Add the sliced cherry tomatoes, oregano, basil, crushed red pepper flakes, salt and pepper to pan. Stir to combine. Add tomato paste and water, stirring until tomato paste is well incorporated.
Turn heat down to low. Add milk and parmesan cheese, stirring until cheese is melted and fully incorporated.
Add spinach and let simmer until spinach is wilted. Add pasta and toss to coat, about one minute.
Add penne pasta to sauce and toss to coat evenly. Top with more Parmesan cheese and fresh basil and you’re done.
